Léon Deschamps was a student of Auguste Dumont, Émile Thomas, Hippolyte Moreau and Léon Delhomme at the École des Beaux-Arts in Paris. He exhibited at the Salon des artistes français in 1887, joined the Société des artistes français in 1896 and became a professor at the École Estienne in 1900.
Deschamps' production consists mainly of portraits on medals and plates on allegorical subjects, as well as various sculptures.
